Jammu & Kashmir Govt Bars DGP From Transferring DSPs on his own
The Jammu and Kashmir government has restrained Director General of Police Dilbagh Singh from ordering the transfer of Deputy Superintendents of Police (DSPs) on his own, stating that he henceforth needs to forward the proposal to the Home Department.
A Home Department circular dated October 5 addressed to the DGP states: “Henceforth no transfers at the level of DSPs be effected without obtaining the prior approval of the Government, and the proposals for transfers and postings of DSPs be forwarded to the Home Department, along with complete details.”
The circular issued by Additional Secretary, Home, Dr Arvind Karwani further states: “I am also directed to request you to kindly share the list of Deputy Superintendents of Police who have been prematurely transferred during the past three months on immediate priority.”
A senior police officer said such decisions could affect the “smooth functioning” of the “system”. “It is the DGP as the head of the police organisation who knows better than anybody who in his force is to be placed where and who is perfectly suitable for a certain job at a particular time and particular place,” he said.
The circular comes at a time DGP Singh has attained the age of superannuation and is due to retire by month-end. Many within the Jammu and Kashmir Police had been speculating that he may get an extension, and that the circular may be linked to the tussle for supremacy between IAS and IPS officers.
Principal Secretary, Home, R K Goyal did not respond to calls seeking a comment.
On April 7, the Home Department had ordered the transfer of 31 DSPs, drawing criticism from some who described it as interference into the functioning of the police force and an attempt to weaken the authority of the J&K Police Chief.
