Overpriced LKG Books and Unprescribed Curriculum: CEO Baramulla Seeks Clarification
Baramulla, January 2025: The Chief Education Officer (CEO) of Baramulla has sought an explanation from St. Joseph’s Higher Secondary School regarding allegations of overpriced LKG books and the inclusion of non-prescribed curriculum materials.

This follows an enquiry by a committee constituted under reference CEO/Bla/Estt-29678-82, dated 27.12.2024. The committee’s findings, detailed in their report (ZEO/Bla/3808 dated 30.12.2024), raised concerns about the curriculum prescribed for LKG classes and the associated costs.
The school has been instructed to clarify why non-prescribed books, not aligned with the National Curriculum Frameworks (NCFs), were included in the LKG curriculum. Additionally, the unilateral decision to design the curriculum without adherence to prescribed guidelines has been questioned.
The CEO’s office has also requested a detailed cost breakdown of the LKG bookset, priced at Rs. 3830, along with the justification for the high cost, especially in the context of the National Education Policy’s (NEP) emphasis on affordability.
