J&K Government Orders Regularization of Various Officers

The Government of Jammu and Kashmir’s Public Works (R&B) Department is currently working on a proposal to regularize In-charge Executive Engineers (Mechanical). However, it has been noted that many engineers have not submitted the necessary documents, including their Annual Performance Reports (APRs), Work and Conduct/Integrity Certificates, and posting details since their entry into service. These documents are essential for uploading on the Vigilance Clearance System (VCS) portal to assess their vigilance status.

Notice to Engineers

The department has repeatedly reminded engineers to upload their APRs and requisite documents on the JKPWDOMS portal and the VCS portal through their respective Chief Engineers or Heads of Departments. Despite these reminders, many engineers have not complied.

The following In-charge Executive Engineers (both retired and in-service) from the Mechanical wing are specifically mentioned for failing to upload their APRs for the last five years, along with their Work & Conduct and Integrity Certificates:
  1. Rakesh Bhatti
  2. Javeed Ahmad Tantary
  3. K. K. Chopra
  4. Raise Maqbool Masoodi [RBA]
  5. Dalip Wali
  6. Atul Chib
  7. Manzoor Ahmad Dar
  8. Mohammad Farooq Khan
  9. Manoj Gupta
  10. Vikas Mahajan
  11. Tariq Bashir
  12. Ansar Hamid Sheikh
  13. Reyaz Ahmad Khan
  14. Vishal Mahajan
  15. Jagtar Kishan Singh

Deadline for Submission

These engineers are advised to upload the required documents within ten (10) days to facilitate their cases for promotion and regularization. Failure to do so will result in the concerned officer(s) being held personally responsible for any delays in their regularization process.

This notice serves as a final reminder to ensure compliance with the department’s requirements.
