J&K Government Forms Committee for Devolution of Functions and Funds to Urban Local Bodies
Srinagar, February 17, 2025: The Government of Jammu and Kashmir has constituted a high-level committee to address issues related to the devolution of functions, functionaries, and funds to Urban Local Bodies (ULBs) in the Union Territory. This initiative aligns with the 74th Constitutional Amendment Act, which mandates the empowerment of local bodies.
According to Government Order, issued by the General Administration Department (GAD), the committee comprises senior officials from key administrative departments. The Chief Secretary of J&K will head the committee as its chairman, with administrative secretaries from the Finance, Housing & Urban Development, and General Administration departments as members. Additionally, the Commissioner of the respective department and representatives from the Srinagar Municipal Corporation and Jammu Municipal Corporation will participate.

Objectives of the Committee
The primary purpose of this committee is to identify and resolve challenges faced by departments in transferring functions, staff, and financial resources to urban bodies. Its terms of reference include:
- Proposing solutions for issues hindering the devolution process in J&K.
- Suggesting measures for the financial optimization of transferred functions and functionaries.
- Overseeing the implementation of recommendations, with the Housing & Urban Development Department acting as the servicing authority.
The committee has been granted the flexibility to co-opt additional members if required and has been directed to submit its report at the earliest.
This decision marks a significant step toward strengthening Urban Local Bodies in Jammu and Kashmir, ensuring better governance and efficient municipal administration.
