Srinagar: Chief Secretary Atal Dulloo chaired a high-level meeting with Administrative Secretaries to address pressing issues regarding promotions and compassionate appointments within the Union Territory’s government departments. A significant revelation during the meeting was the availability of 4825 non-gazetted and 272 gazetted vacancies under the promotion quota across various departments.

Dulloo emphasised the need for regular Departmental Promotion Committee (DPC) meetings to ensure career progression for deserving employees. He highlighted the issue of employees placed on higher grades in the officiating pay grade (OPG) mode and urged departments to expedite their regularisation through DPCs.

He also instructed the ARI and Trainings Department to finalise Recruitment Rules currently under revision in a time-bound manner. Acknowledging issues such as ad-hoc promotions, Dulloo directed the formation of a senior officers’ committee, including representatives from the General Administration Department (GAD) and Finance, to resolve these matters permanently.

On compassionate appointments under SRO-43 and the Rehabilitation Assistance Scheme (RAS), the Chief Secretary urged departments to accelerate processing cases and complete pending appointments. It was noted that out of 1151 RAS cases, 507 had been forwarded to departments, while 175 SRO-43 cases were still pending, most of which are expected to be resolved soon.

The meeting also reviewed promotions made in 2024, revealing that 76 DPCs were convened at the Head of Department level and 14 at the Administrative/PSC level. Despite these efforts, a significant backlog persists, with 929 non-gazetted and 231 gazetted employees still awaiting regularisation.
