Government Issues Important Notification For Employees In Jammu and Kashmir
The Government of Jammu and Kashmir has issued a circular, regarding the filing of Annual Property Returns by government employees through the online Property Returns System (PRS Portal) for the year 2024.
Key Points of the Circular
- Mandatory Submission: According to Section 9 of the Jammu and Kashmir Public Men and Public Servants Declaration of Assets and other Provisions Act, 1983, every public servant is required to submit annual returns of their assets and those of their family members by the end of January each year. They must also provide explanations for any increase in assets.
- Penalties for Non-Compliance: The Act stipulates penalties for public servants who fail to submit their property returns. Non-compliance can lead to criminal misconduct charges under the Prevention of Corruption Act.
- Online Filing System: To facilitate the process, the government has launched the PRS Portal, which will be accessible from January 1 to January 31, 2025. Employees are encouraged to file their returns during this period.
- Consequences of Non-Submission: Failure to submit property returns will result in actions under the Prevention of Corruption Act and may lead to denial of Vigilance Clearance for the employees.
- Registration and Compliance: All Drawing and Disbursing Officers (DDOs) are tasked with ensuring that all employees are registered on the PRS Portal and that they file their property details within the specified timeline.
